Thomas Sowell's "thoughtless pursuit of a desirable goal"

Is the brilliant Thomas Sowell the first to coin the phrase "the thoughtless pursuit of a desirable goal."  
 
This was directed specifically at Fannie Mae, but one could think it about liberalism in general.  However, on further thought, a desirable goal for liberals is anathema to patriots and freedom.
 
Or how about this one:  "You can use the word ‘profound’ and that doesn’t stop it from being shallow."  This in regards to something the profound John Kerry said...whatever it was.
